Check out this youtube video for an example of using a block for offense. It's really important for white to see red's plan here. The video shows what will happen if he doesn't.

Defensively, it is safer to block first before taking in all situations. If you take and then block you can get swept.

You should always block first, whether it's with the rook or the pawn. Many players instinctively take the queen first and block immediately after but there's no reason to take that risk as you could get swept by the black bishop.
